Commission Rate Based on Customer User Role

Allow site owners to set reduced or custom commission rates for affiliates based on the purchasing customer's user role (e.g. trade accounts vs standard accounts), in addition to the existing per-affiliate user role commission setting. This would allow a reduced commission if a customer has a trade account (with already higher discount).
