Earn Commission Only On New Users, But Coupon Still Works Through Checkout

As a new customer to the store,
I want to be able to use my friends (or favourite social media influencers, etc) discount code when I checkout,
And receive the discount they advertised and checkout successfully.

As a store owner,
I want to be able to toggle some settings, and enable referral coupons to only earn commission on New customer orders, But to still allow the coupon to be used (and discount saved on order).

As an affiliate,
I want to be able to see if commission on an order was earned or not because it was an existing customer,
so that I can see how many New customers vs existing customers I’m sending to the business.

I’m assuming New Customer is already matched on billing email and/or billing address, but essentially, with the above setup for a store, the customer has no incentive to try and “out think” the coupon codes on a store or hunt for a working one once they’ve decided they want to buy (and potentially when they do find another influencers code, which a deal hungry shopper will do, they cost you a commission and skew the data on who’s actually brining sales). Customers get the discount and the business takes the hit on that (but has a happy customer and order) but then not on the payout side.
