Change item price directly via URL.

When I visit the shop page via referral link with an empty cart, the price of products is showing regular price, after adding any product in cart then the price becomes the sale price.

Is it possible to make it better ? like no matter if the shopping cart is empty or not, I’ll see the price that has been discounted directly via referral link.
